79-year-old Shamil Shamilov squats in a basement with boarded-up windows and damp walls, which he covers with cardboard. The basement has neither heating nor plumbing. Shamil has no place to prepare food or even to wash his hands.
Shamil lost his Azerbaijani citizenship when he immigrated to Israel ten years ago. When the move was unsuccessful, Shamil decided to return to Baku. He came back penniless, ineligible for a pension or any other government benefits.
Shamil's very survival depends on IFCJ Canada which provides him with food cards and subsidized medicine. It also provides winter relief items and cleaning products to help Shamil make the most of his very desolate.
Shamil also benefits from IFCJ Canada's homecare program, with a homecare worker visiting once a week. She takes his clothes to her own house to wash them, as Shamil has no running water.
